James R. Kelly, President & CEO
Kelly has served as CEO of Catholic Charities/Archdiocese of New Orleans, a $60 million dollar health and community service organization, since 2002. During his tenure, he has actively pursued the expansion of the agency's emergency, transitional and permanent supportive housing. Since Katrina, Catholic Charities has played a major role in the community's relief and recovery efforts, both on the service and advocacy fronts. Malta Square on Canal Street, Holy Angels Apts. in the Bywater, and St. Ann Apts. in Tremé were award-winning historical conversions. In the 80's, he was Senior Vice President of Development and Communications for Covenant House in New York, and later Executive Director of their programs in New Orleans and Washington, D.C.
Kelly serves on numerous boards, including: Enterprise National Partners Advisory Board, Fannie Mae National Housing Advisory Council, Order of Malta (Washington D.C.), Louisiana Affordable Housing Alliance (co-chair), Louisiana Association of Non-Profit Organizations (vice-chair), UJAMAA CDC, Covenant House, First Bank and Trust CDC, New Orleans Neighborhood Development Collaborative, Unity for the Homeless, and Capital One Community Renewal Fund.

She also assisted the Tulane/Canal Neighborhood Development Corporation in developing housing for first-time home buyers.
Prior to her work as an independent consultant, Bourgeois served as Sr. Vice President for Planning and Development for Willwoods Community. Over 7 years, she managed the development and construction of many residences for senior citizens, including the Malta Park Assisted Living Residence, the first assisted living facility in New Orleans. Other senior residency projects at Willwoods included Malta Square at Sacred Heart, Malta Court at Holy Angels, and St. Ann Apartments at Ujamaa Square. She also has worked as Treasurer of St. Mary's Dominican High School and Director of Administration for Covenant House New Orleans.

During her tenure, she increased the development of affordable housing units by over 100 percent and facilitated the implementation of the Affordable Housing Task Force that developed a strategy to address local housing needs. She previously served a similar role for the City of Lafayette, Louisiana.
Among her civic activities, Richard-Montgomery has served as Director and Chair for UNITY for the Homeless of Greater New Orleans as well as Director of the New Orleans Neighborhood Development Collaborative since 2004.
