VICE PRESIDENT OF MULTI-FAMILY PROJECT DEVELOPMENT
Function:
  • The Vice-President of Multi-family Project Development is responsible for the development of Providence Community Housing's major housing projects including multi-family tax credit rental, public housing redevelopment, supportive housing and housing for special needs population.
  • These projects will include public and private financing, mixed finance development agreements with local and state government and partnerships with equity investors.
  • Development responsibilities include financial plans, all land use entitlements and contracting required for the construction and operations.
  • The Vice-President of Multi-family Project Development reports to the Chief Operating Officer and is a member of PCH management team.  
Know/How:
  • The position requires extensive practical experience with all aspects of the LIHTC and affordable housing development in an urban setting.
  • The position requires a proven ability to understand, propose and negotiate contracts with governmental agencies, equity funders and private contractors at all steps in the real estate development process.
  • This position requires an in-depth knowledge and familiarity with federal, state and city and related procedures for project management and administration.
  • The position requires the ability to function independently and as part of a team, along with the ability to function independently and as a part of a team, along with the ability to communicate effectively at all levels.
Minimum Qualifications:
  • Bachelor's Degree
  • Ten years experience in positions of increasing responsibility in urban housing development, preferably with public/private financing scenarios.
  • Successful participation in HOPE VI is especially preferred
  • Strong interpersonal and communication skills
  • Local residency or ability to relocate for full time position
Principal Activities:
  • DEVELOPS AND MANAGES housing initiatives including multi-family, public housing redevelopment, supportive housing and housing for special needs populations
  • ASSISTS AND ADVISE senior management and Board of Directors on the implementation of policy directives
  • OVERSEES ADMINISTRATION of contracting and entitlement process for housing projects from design, permitting and construction through start up operations
  • COORDINATES activities and work tasks of PCH with its development partner Enterprise Community Partners
  • MANAGES the relationships with national, state and local agencies providing funding for housing
  • SUPERVISES, TRAINS and EVALUATES project development staff
  • COLLABORATES with other agencies and individuals engaged in developing affordable housing units.
  • MANAGES the application process for project funding sources including low-income and historic tax credits, HOME, CDBG, and the Affordable Housing Program
